About InfraWatch

InfraWatch is a civic monitoring tool developed by 1Sambayan to promote transparency and accountability in public infrastructure projects across the Philippines. It empowers citizens, community organizations, and watchdog groups to document and verify the progress of roads, bridges, flood control systems, and other government-funded construction projects.

The tool was launched in the wake of renewed public concern over corruption in infrastructure spending—including recent controversies involving alleged overpricing and irregularities in flood control contracts and local public works. InfraWatch aims to close the information gap between citizens and government agencies by creating a verified, people-powered record of project implementation.

Tool Objectives

  • Transparency: Enable citizens to upload verifiable photos and details of ongoing infrastructure projects in their communities.
  • Accountability: Provide public visibility into how funds are used for roads, bridges, flood control, and other critical infrastructure.
  • Engagement: Encourage local participation in monitoring government projects and empower citizens to take part in anti-corruption efforts.

How It Works

Users can submit verified observations through the InfraWatch form by providing:

  • Date of observation — When the construction or activity was seen.
  • Place of construction — The location or barangay where the project is situated.
  • Contractor’s name (optional) — The company or entity implementing the project, if known.
  • Uploader’s name (optional) — For those who wish to identify themselves as contributors.
  • Photo evidence — Clear images showing project progress or conditions on site.

These reports are reviewed and added to an independent database of real-world project evidence. The data helps civil society, local communities, and oversight bodies monitor progress, detect anomalies, and hold implementing agencies accountable.

A 1Sambayan Initiative

1Sambayan (read as “Isambayan”) is a pro-democracy coalition founded by former Supreme Court Associate Justice Antonio Carpio. The coalition advocates for good governance, rule of law, and civic empowerment. InfraWatch reflects these values by giving every Filipino the means to help expose inefficiency, waste, and corruption in public works.

When citizens watch together, infrastructure becomes everyone’s responsibility.
